- Advocacy for and promotion of the best interests and rights of children and young people who are under the guardianship or custody of the Minister for Families and Communities
- Provision of independent monitoring of the circumstances of children and young people in out of home care
- Provision of advice to the Minister regarding the needs of children in state care
